This driver had parked two wheels up on the kerb which was marked with double-yellow lines as well. Then, once he d finished his banking business in the bank he had parked outside of, he then decided to move off by reversing (still partly on the pavement) into the path of an oncoming mother and child who both had to stop sharply to avoid being run over!!
